"The sale of the beach of Porto Tramatzu, and of the other beaches provided for in the Protocol, represent an important step forward in the socio-economic development of the territory. I have always said that Defense must be ever more open and inclusive in a modern dual-use conception of military polygons and training areas, and today we are demonstrating it. And we will do even more ".
This is how Minister Elisabetta Trenta, at the end of the meeting that took place this morning at Palazzo Baracchini, the headquarters of the Dicastery, with the president of the Sardinia Region, Francesco Pigliaru.
Present at the meeting also the deputy Emanuela Corda, the mayor of Teulada, Daniele Serra, the chief of staff of the Defense, General Enzo Vecciarelli, the Secretary General of Defense / DNA, general of the army body Nicolò Falsaperna, the top Armed forces.
The Ministry of Defense has formally initiated the procedures with the Ministry of Infrastructure and Transport for the termination of the maritime concession on the beach of Porto Tramatzu - Capo Teulada - Cagliari. At this stage, the release includes the beach and a portion of the land behind it.
The Ministry of Defense, in fact, has started the legislative process for the cancellation of the beach of Porto Tramatzu from the list of port areas and state-owned areas of national security interest. The outline of the decree signed by the president of the board also provides for the start of proceedings aimed at the release of the beaches of Capo Frasca S'Enna and S'Arca and Punta de S'Achivoni.
As guaranteed by the Memorandum of Understanding signed between the Ministry of Defense and the Sardinia Region, the sale of Porto Tramatzu will be carried out by guaranteeing the activities in Polygon and providing usage agreements, also including social protection clauses for the Defense personnel belonging to the income brackets that are lower and / or deserving of social protection.
The beach of Porto Tramatzu is located at the limit of the Poligono di Capo Teulada and since 1957 (epoch of the institution of the Polygon) was intended for military use although not part of the military state. Over time, a portion was made available for civil use, the remaining part continued to be used as a bathing establishment for military personnel, by virtue of a maritime state concession granted by the Ministry of Transport in the 1992.
In consideration of the symbolic value of the release, already during the last summer season the stretch of beach was made available to the entire population.
The sale of Porto Tramatzu, expected for over forty years, in the framework of the Defense-Region Agreement on military servitude, is the first point addressed and resolved together by the new Minister of Defense and the President of the Region. We worked through a governance model articulated in a control room at the Defense-Region political level and in a Technical Table with the parties involved.
Positive results, achieved in a very short time despite the complexity of the problem, which have suggested the formalization of this type of governance through a supplementary Defense-Region agreement that will be signed within the next days and which will be the tool to systematically address the others points of the Entente. This modality will include the research, experimental development and industrial deployment initiatives in the island, in order to put the defense skills and infrastructures in line with the scientific knowledge of the university and the capabilities of the industry, making smart use of the funds national and European financing of both parties, both military and civil.
