Libya: Masterclass on "Health management and the computerization of procedures in the hospital environment"

On June 20, 2023, the first edition of the Masterclass on "Health management and the computerization of procedures in hospital environments", organized under the auspices of the Defense General Staff, through MIASIT, the Bilateral Assistance and Support Mission in Libya​ led by Brigadier General Michele Fraterrigo.

The event, dedicated to a large number of learners, hospital operators of the Libyan health organization, represents a milestone of cooperation activities in the health field, the implementation of which has been the subject of discussion between the political-military leaders in recent bilateral meetings , in the broader framework of civil and military cooperation agreements.

The concept of a Masterclass avant-garde, delivered remotely with the well-tested technique of webinar, adapts particularly well to the reality of Libyan healthcare, a traditionally well-formed and effective sector but which, currently, is fragmented on the territory due to the well-known political-social dynamics affecting the country. The healthcare organization suffers from a lack of specialist training and updating to the detriment of the availability of modern structures and consolidated operating capabilities, as ascertained in close cooperation with the Italian contingent present in Libya, currently deployed in the cities of Tripoli and Misrata.

The MIA​SIT healthcare division conceived and organized the activity in close coordination with the Training and External Relations Office of the “Celio” Military Hospital of Rome, directed by Major General Carlo Catalano, ensuring the good success of the Masterclass on "Healthcare management and the computerization of procedures in the hospital environment", made particularly effective also thanks to the impeccable interpreting service provided by the V department of the Defense General Staff.

The main innovation introduced is represented by the ways in which it was possible to disseminate hic and nunc the body of specialized notions deriving from the high-level expertise and know-how offered by the doctors of the Military Hospital, which have capillarily reached learners located in the most remote locations, paving the way for the possible development, feasible in the near future, of extending participation to webinar also to staff active in the east of the country.

The use of dedicated webinars also makes it possible to propose and teach advanced specialist notions, easily and simultaneously delivering the contents to the specialized operators of various hospital districts, civil and military, such as the Mitiga​ Military Hospital of Tripoli and the Medical Center of Misrata.

The realization of this program of Masterclasses delivered remotely eliminates the physical distance between the interlocutors and eliminates the bureaucratic delays, the logistical difficulties, the unavailability of qualified instructor personnel and the costs associated with sending a health team to the Operative Theatre. , for the organization of an event of this magnitude, would have entailed excessively long costs and execution times.

Considering the enormous importance that this series of training events has in the reconstruction and restoration of efficiency of the Libyan health sector, combined with the tangible benefits deriving from the almost immediate execution with which the Italy-Libya Joint Cooperation Committee planned and launched to the Masterclasses, it is hoped to make them a regular appointment in order to raise the qualitative and quantitative level of cooperation in the health field between the two countries.​
