The entire Russian territory as well as the Federal Security Service will be placed under the command of the military districts of the Ministry of Defense in case of war. The new military control system was first tested during the exercise Kavkaz-2016.
In the event of war, the military command will directly lead the Russian Federation. The maneuvers tested the interaction between military and local authorities. Subsequent changes to the reference regulatory framework will enable the problems encountered to be resolved.
The new control system is designed to ensure the maintenance of the martial regime, the uninterrupted mobilization of citizens to businesses and factories, as well as the defense of the territory.
In the previous system of control in the event of war, autonomy was granted to each regional government and to the Ministry of Defense a coordinating role between bodies. The new reference strategy gives full powers to the military.
It should be noted that the new military command structure was created on the basis of the Russian Defense Plan 2016-2020, issued by presidential decree on November 18 last year. In the document, Putin ordered the mysteries to prepare the documents necessary for the implementation of the Defense Plan drafting 19 directives "aimed at creating the conditions to respond to an aggression against the Russian Federation".
According to details of the new control plan obtained by Izvestia, the five wartime military districts will be managed by two bodies: the operational-strategic command and military war district. operational-strategic command will supervise and coordinate the army's operational forces. The military war district it will keep to martial law, it will guarantee the mobilization and organization of territorial defense.
Among the measures envisaged, the mobilization and recruitment of citizens in the reserve, strengthening of the protection of public order, the introduction of special social, industrial and transport structures. In the event of war, the political activity of the parties and all mass demonstrations are suspended.
