MoUs on buildings

Rationalize the infrastructure used by the armed forces to reduce expenses, reduce public debt, reduce passive rents, boost employment, enhance and redevelop important portions of the city. These are some of the main objectives underlying the signing of three other memoranda of understanding between the Ministry of Defense, the state property agency and the municipalities of Milan, Rome and Turin, in the library of Palazzo Esercito in Rome.

The documents were signed yesterday afternoon by the defense minister, sen. Roberta Pinotti, from the mayor of Rome, Ignazio Marino, from the mayor of Milan, Giuliano Pisapia, from the mayor of Turin, Piero Fassino, and from the general manager of the estate agency Stefano Scalera. On this occasion, a letter of intent was also signed with the ANCI to share the drafting, by the 15 next September, of a simplification standard in urban planning that hinges on concepts of rewarding and certain times.

Four months after the protocol signed the 17 last April with the mayor of Florence Dario Nardella, today, therefore, the Task Force for disposals, reaches a further result: about 1.000.000 more square meters, between buildings and military spaces of urban fabric, for a total of 13 real estate complexes, will be subject to transformation and refunctionalization in three of the main Italian cities.

"Today we reap the first fruits of an important project. The country, when it wants to, knows how to create a system, as shown by the fruitful collaboration established between the Ministry of Defense, in its various forms, the Ministry of Economy, the State Property Office and municipal administrations ", commented Minister Pinotti. "The Government together with the Anci, is working on a package of simplification measures to be included in the enacting decree law cd. "Unblock Italy": hundreds of thousands of square kilometers distributed over the national territory, can be enhanced. It is an important operation, capable of contributing substantially to the revival of the country's economy ".

The protocols signed at Palazzo Esercito approach in a new way the process of valorisation of unused assets, centering some critical issues, such as the theme of the intended use of assets that today are not included in the municipal urban planning (indispensable premise for the introduction of goods on the market) or the definition of certain times with which the municipal administrations, in turn, undertake to do their part to attribute a sustainable urban destination to the goods in question.

Strongly desired by the defense minister Roberta Pinotti, the "Task Force for the enhancement and disposal of defense buildings" is already today a certain and immediate point of reference for institutions and institutions interested in the housing assets of the department. Led by division general Antonio Caporotundo, former general director of the general direction of military property, the structure, made up of ministry experts working in close synergy with the experts of the state property agency, has started the examination of a multiplicity of initiatives , promoted from below by the municipalities or proposed from above to the territory, which soon, they too, will see the light.

"As indicated in the program guidelines of my department, at the time of my inauguration, I consider it a patriotic duty to profitably reuse the military real estate that is no longer in use - continues Minister Pinotti - Today we show tangibly that words can and must be transformed indeed".

The task force will remain operational even during the summer break, ready to respond to the needs of all interested bodies. The undersecretary of state for defense, the Hon. Gioacchino Alfano, the Undersecretary of State for the Ministry of Economy and Finance, Hon. Pier Paolo Baretta, both by delegation on the subject in the respective ministries and the Chief of Staff of the Army, Gen. ca Claudio Graziano.
