Enter the international "Multi-Layer 2014" exercise

Today, following the activation of the Italian European Command, the international exercise "Multi Layer 2014" (ML14) enters into force, which, organized by the European Union External Action Service (EEAS), is aimed at assessing the ability to respond and crisis management of the European Union, thus providing for the joint use of military and civil instruments, as well as coordination with other international actors present in the crisis area.

The ML14, which began on September 30 and will end on the next 23 October, aims to train the different "layers" of the EEAS crisis response system, according to the principle of the Comprehensive Approach (a strategy of 'intervention that aims at an integrated approach between the civilian military dimension' and aims to improve the EU's capacity to manage a crisis by assessing, among other things, the “fast track” emergency decision-making mode, established by the procedures of crisis management approved in July 2013.

The exercise, conducted under the auspices of the High Representative of the Union for Foreign Affairs and Security Policy as well as Vice President of the European Commission, Catherine Ashton, will see the participation of the EEAS, the European Council, the General Secretariat of the European Council, European Commission, member states, Italian operational command made available to the European Union (IT EU OHQ - Italian European Union Operational Head Quarter) with headquarters in Rome and the Belgian projectable forces command (BE EU (F) HQ - Belgium European Union Force Head Quarter - based in Leopoldsburg able to manage the "Battle Group" employee in readiness of the Brigade level.

The IT EU OHQ is organized at the headquarters of the Defense Joint Forces (COI) operational command based at the Centocelle military airport, covers an area of ​​3700 square meters and is able to accommodate over 200 military. Its main task is to plan and conduct a military crisis response operation, under the aegis of the European Union, following the guidelines of the European Union itself.
