The Chief of Defense Staff, General Claudio Graziano, participated this morning in the closing ceremony of the 2015 / 2016 academic year which took place at Palazzo Salviati, home of the Centro Alti Studi per la Defense (CASD), in the presence of Undersecretary of Defense Gioacchino Alfano, of the heads of the armed forces, of the commander of the Guardia di Finanza, of the president of CASD and of numerous civil, religious and military authorities.

At the beginning of his speech, General Graziano addressed the visitors "absolute protagonists of this day in which you conclude an important period of training that has enriched you both from a professional and a human point of view". Speaking to foreign visitors, the Chief of Defense Staff stressed that their presence “is a significant testimony of the bonds of friendship and international cooperation that bind us as well as of the common effort and commitment to the search for stability and peace. "

This year the closing of the academic year has assumed, for the first time, the role of seminar with the aim of putting the attendees and their projects to the fore, as a result of the intense group work carried out at the two Institutes (IASD Institute for Higher Defense Studies, ISSMI Higher Institute of Joint Staff).

In particular, the summaries of the documents deemed most significant and current were presented, touching, as specified by General Graziano, "two themes, that of sharing intelligence in a preventive key and that of the qualitative and capacitive enhancement of the special forces sector - to which the White Paper of Defense devotes particular importance and that they have been the object of profound analysis. "

“Intelligence and Special Forces - continued the general - are and will increasingly be essential tools in the future to be able to anticipate and cope with the changing challenges and threats and the uncertainty that the current security framework implies. In fact, we are faced with current and future scenarios that require a growing ability to analyze and understand almost continuous, very rapid and often unpredictable changes, which also take place within a few months, if not weeks. "

"These future scenarios - added the Chief of Staff of the Defense - will require an increasingly integrated operational approach, not only in an inter-military and multinational sense, but also interacting due to the imperative need for military forces to operate in areas of crisis in which there are a variety of governmental and non-governmental organizations as well as a multitude of actors involved in humanitarian assistance, support to civil authorities and management of transition phases. "

"In this context of great uncertainty and unpredictability, I believe that the first measure to be implemented is that of a renewed investment in human resources, therefore in their training, with an effort aimed at an increasingly open and broad spectrum preparation of future managers, military and civilian, defense. Investment in training is, in fact, a strategic factor to prepare our organization to respond proactively and flexibly to the challenges of a constantly changing world. The general concluded Graziano.

The Centro Alti Studi per la Defense, the highest inter-agency body in the field of advanced training, studies and research on national and international defense and security, is a center of study, reflection, exchange of experiences and integration between the various subjects and organizational systems involved and involved in the Security sector.
