Renewed and Integrated Act of Aircraft Military - ENAC

A new agreement was signed yesterday between the national body for civil aviation and military aeronautics on institutional collaboration in areas of common interest in air transport and air navigation.

The protocol, which renews and integrates a similar agreement of the 2007, was signed by the president of ENAC Vito Riggio and by the chief of the military aeronautics Pasquale Preziosa, during a ceremony that was held at the aeronautical building at presence of the technical structures that helped to identify the topics of interest. The agreement, of four-year duration, is aimed at the exercise of the functions of technical regulation, control, supervision, certification and issuing of licenses concerning the provision of air navigation services to general air traffic; to perform the functions of supplying air navigation services by the air force to general air traffic at airports and in the airspace concerned; attaining the maximum harmonization of procedures and interoperability of civil and military systems used for the provision of air navigation services; to the realization of specific collaborations in the sectors of interest. Among the innovative aspects with respect to the previous agreement, there is the option for the certification AM by ENAC of the organization of military training of air traffic controllers, according to the provisions of the EU regulation 805 / 2013, aimed at the release of the civil air traffic controller license for military personnel employed in general air traffic control services. The act confirms the possibility for ENAC to make use of professional aviation figures in the command position, according to the relevant legislation (art. 57 of Presidential Decree no. 3 / 1957 and art. 1777 of D. Decree N. 66 / 2010), as well as for the airspace sector, also for the other areas subject to civil-military collaboration. Furthermore, the agreement provides for the establishment of a joint civil-military committee for the strategic handling of the flexible use of airspace. This provision allows the filing of the alleged infringement of the European commission for failure to implement the relevant EU legislation. President Riggio during the ceremony said: "This important agreement once again highlights the precious collaboration that links the two institutions that have similar responsibilities in the sector and in the sectors of reference. Sharing the knowledge of two contiguous and complementary worlds and optimizing the available resources can only contribute to the security of the entire sector ". General Preziosa: "...
