A text that stigmatizes the absence of the State in dealing with events that after more than 1000 days still present obscure points.
It is the clear story of how Italy has delegated its sovereign functions to a Third State, entrusting it with the management of undue judicial action against two Italian soldiers, two non-commissioned officers of the Italian Navy, Fucilieri of the prestigious Brigata S. Marco, appointed by Parliament to carry out tasks to combat maritime piracy.
A story that offers us a drama that involves two Italian citizens and their families and that hides "hidden truths", those that the 22 March 2013 suggested to the Monti Government to take the passive extradition of two of our compatriots, handing them over of a country where the death penalty is provided. An action of "dissuasive contrast", that of the two non-commissioned officers in charge of guaranteeing anti-piracy protection to a ship flying the Italian flag and sailing in international waters, during which two poor Indian fishermen were allegedly killed, but never tried , from the Indian Federal State of Kerala.
The Marò market offers us these and other doubts page after page, to which after 1000 days a logical and convincing answer has not yet been given. Rather, they confirm that the state is denying any protection to two of its citizens, who also hold a special "status", that of serving soldiers. Concerns never clarified from the day after the events, the 16 February 2012, when a Military Command agreed that the ship's Shipowner authorized the oil tanker to return to Indian territorial waters, effectively delivering the two Naval Fusiliers to Indian jurisdiction. An act of assent given on the Operational Command line never clarified and made known only the 17 October of 2012 by the then Minister of Defense Gianpaolo Di Paola, retired admiral. A clarification made official by the minister after 8 months after the events, because forced to respond to a precise parliamentary question.
A text written by the lawyer Mellini, which also proposes ideas of a juridical nature that help to understand how the story of the two Navy Fucilieri, born from partly imprecise national legislative provisions, is carried out by the Institutions without any reference to International Law and to the Conventions on the law of the sea. An analysis also of the version of events, Indian and Italian, which helps to identify the dark sides of an affair that involves the two Maròs for over 1000 days.
An absolutely Italian and peculiarly Italian story when news of international bribes suddenly criss-cross the events. Facts that also involve an important Italian industrial reality, Finmeccanica, which led institutional to consider Massimiliano Latorre and Salvatore Girone as "barter goods" with India, with an approach that the author rightly defines "a real act of betrayal ".
"The Marò market" is not, therefore, a narrative text only, but a real denunciation of the inefficiency of how the institutions are managing an affair of international resonance. It could be the text of the scenography of a tragicomedy in which the protagonists and extras exchange roles without anything happening. Instead, it is the report of a recent, as yet unfinished, history dominated by the hypocrisy with which the fate of two of our fellow citizens at various institutional levels was managed until we reached a not better characterized position of President Napolitano as supreme Head of the Forces Armed.
A text that also denounces the unacceptable absence of Europe that is completely inattentive to the fate of the two European citizens, proposing the sad reality that once the two Maròs are shared, they remain, instead, "businessmen and scoundrels".
The Marò market is, in short, the story of an endless barter, where the bargaining goods are not the bags full of wheat or the panniers full of fruit of the past. Rather, two men, two Italian citizens guilty of serving the State, but abandoned by the State for still hidden reasons. A haggling that has lasted for more than 1000 days and after the resignation of Ambassador Terzi and the end of the Monti government is increasingly connoted as "bargaining in front of a glass of tea", in the best traditions of a Suck Arabic. Something unique in modern history and perhaps unrepeatable, where Italian political figures who recognize de facto Indian jurisdiction "agreeing" a modest sentence to be served in Italy emerge, as well outlined in the text. "A prize" for the two soldiers for having fulfilled their duty in compliance with the "rules of engagement" and a need for legitimate defense ".
A gloomy scenario in which possible personal interests emerge even from former ministers whose opinion was decisive when it was decided to give back to the age Massimiliano Latorre and Salvatore Girone that fateful 22 March 2013, now holders of prestige positions or next to assume political leadership.
Meanwhile, the "market" continues to the detriment of Italian national sovereignty and offers the world an increasingly timid Italy in asserting its rights and protecting those of its citizens.
The two Maròs have been away from their homeland and their families for almost three years, guilty only of having said "OBED" and this is no longer acceptable. It is time, on the other hand, that the barter in progress is put into liquidation and Italy regains possession of its historical, cultural and juridical traditions, with solutions also suggested by "Il mercato dei Marò".
