22 happened April 1863: Resignation of Minister Di Negro

Following the resignation of Minister Orazio Di Negro, the Navy department is taken over by the major artillery general Efisio Cugia di Sant'Orsola.

Even in the brevity of the position at the top of the Armed Forces, Admiral Di Negro was granted the serenity of judgment with which he examined the work of Persano and evaluated the contribution he brought to the organic plan of new buildings and the new order for of a better organization of the Navy.

The new minister will work intensively and productively by starting to solve many problems and giving a clear guideline to the naval policy of the country, in particular to the "armament policy" - meaning by this term according to the notations of time, the equipment of the ships and staff training - which will enjoy a lot of care in terms of resources and activities.

His work could have been decisive for the efficiency of the fleet if it could have benefited from continuous execution over time, as it was in expectations, which unfortunately did not happen due to the political instability of successive governments and economic problems.
