erected as a non-profit organization the National Patronage Work for the asylum ships - Caracciolo and Scilla - based in Rome at the Ministry of the Navy.

The purpose of the Opera is to promote the foundation and development of asylum ships and to provide charitable action in competition with other public institutions with similar purposes. The Ministry of the Navy is authorized to transfer temporarily or definitively for the establishment of asylum ships those ships destined for alienation and in the estimates of expenditure of the EF 1914-1917 an annual subsidy will be included in favor of said Opera respectively of 40.000, 60.000 and 80.000 lire. Another burden and commitment of a social nature that the Navy takes on for the benefit of the education of the children of the less affluent seafarers (fishermen and seafarers).
