created a new category of graduates and municipalities of the CRE intended for the service of torpedoes, gymnots and torpedoes called Torpedo boats. The ranks, the same as the gunners, are followed by the name "torpedo boat" and the category badge is the stylized design of a Fulton mine embroidered in gold for non-commissioned officers and in red wool for corporals and sailors.

It is also established that the instruction of the torpedo boat personnel previously carried out on the ground, takes place on board a ship in armament, designated as a torpedo boat school based in Venice, through the performance of ordinary courses in favor of the students, of specialization courses for graduates and courses for junior officers. The service and instruction on board the training ship will be carried out according to a specific regulation currently being drafted. The Corvette Caracciolo under the command of the frigate captain Enrico Costantino Morin is temporarily assigned to the task of a torpedo boat.

[Ginnoti, or observation torpedoes, called by the French torpilles d'observation and by the English dormant torpedoes, were, according to the naval lexicon of the time (Instructions for torpedo boats, Regia Marina, 1896): weapons that are prepared for the action by placing them on the bottom, or anchoring them so that they remain deeper than the maximum draft of the battleships. Their action is manifested when the opposing ship is at a useful rate from them, they are detonated by observers established on the ground. History lacks examples of actual war practice with gymnasts because their period of employment coincided with the long peace in Europe, but the role of strategic dissuasion is certainly accepted by all
