The unit was to be considered an all-Italian experiment of a unit to be placed between the 79 t "Schichau" type torpedo boats (then defined as "high seas") and the larger offshore ones of future design (1904) and The operational requirements were being formulated at the time. A drawback of the Condore was the armament in relation to the displacement, equal to that of the aforementioned "Schichau" with a displacement about double but, this is justified only by the reason that it was built experimentally to study the best hull solutions.
It was the first torpedo boat destined for the escort and anti-submarine service. In fact, in the 15-18 war, faced with the new aspects of the war on underwater traffic, it turned out that the torpedo boats were the most conveniently convertible units for escort service.
