04 happened on August 1903: First conference on radiotelegraphy

opens in Berlin the first international conference on radiotelegraphy that will last until August 13, during which the nine participating States Austria, France, Germany, England, Italy, Russia, Spain, United States and Hungary will only discuss, however vaguely and incomplete, the rules for ship-to-land communications, neglecting those relating to ship-to-ship connections.

On the other hand, given the state of the art of radiotelegraphy, it was not possible to establish precise rules for communications that were independent of the type of apparatus used, which is why the conference could not have had, if not the task of plumbing the intentions of the various nations in this regard, drawing their attention to a topic that was presumed to be of general interest.

However, the conference will have the merit of bringing to the attention of all countries, given the international character of the use of radiotelegraphy, the fact that the application of a common code (Morse) for reporting to regulate it was no longer sufficient the procedure, but it was also necessary to reach the formulation of a general convention among nations to guarantee the free use of the new means of communication to all. The Italian delegation is led by Rear Admiral Carlo Grillo, Director General of artillery and armaments that deals with a special division of electrical equipment.
