Minister Leonardi Cattolica ascertaining that the number of competitors to the normal courses of the Naval Academy continued to decrease dangerously and returning to prevail the idea of ​​greater convenience to enroll students at a very young age, after 17 years of ordering Morin, returns to the primitive form of admission, but leaving to the single notifications of competition the task of specifying the age and educational qualifications required for admission.

Thus, with the notification of the competition for the year 1911-1912 the normal course is extended from three to four academic years; the age for the competition is established by the 13 to the 15 years and, as a qualification, the technical license or that of lower grammar school is required. This order will remain in effect until 1928.
