bold by the victories achieved and the positive conclusion of the war against Greece (during the Crisis of the 1896-1898 in Crete), the Sultan unilaterally decides to send his fleet to Crete to reinforce the Ottoman garrison.

The response of the Admiral Council to the provocation is immediate: the torpedo boat-warning Falco, the torpedo boat Liguria and other units of the international FN are sent from Suda to meet the Ottoman fleet which avoids the clash, reverses the route and returns to the Dardanelles.
