following the dangerous political-military situation that arose in Shanghai between the two opposing factions fighting for the presidency of the republic, loyalists loyal to the government made up of men of Kuo-min-tang, party that won the election, and the opposition led by the provisional president Yuan Shi-kai, supported respectively by the Chinese army formations of the northern regions and southern regions, in a meeting of the naval superior commanders of the units present in the port it is decided to disembark companies of sailors with the task of preventing the entry into the city to armed people and to divide the defense into sectors, each pertaining to a ship.

The landing company of the Marco Polo, 62 strong sailor with a machine gun, is placed in defense to Zi-ka-wei, in the western sector of the city's outskirts.
