21 January 1915: Regulations concerning the requisition of merchant ships have been issued

no norms are issued concerning the requisition of merchant ships, pleasure boats, boats and floats in general when circumstances of public necessity or of general interest of the State so require.

These are ordered by the Minister of the Navy or by his delegation by a port authority on the basis of the opinion of the Commission of requisition established and operating in the Ministry of the Navy.

The Commission is a captain of a ship with the functions of president, an officer of the Administration of the Merchant Navy, a naval officer assigned to the Sea Transport Service, an officer of the Army of the Transportation Office, a representative of the shipowner, a delegate from the state treasury and a delegate from the Ministry of the Treasury.
