17 OCTOBER 1864: Minister's call to save on fuel

Monday - The minister invites the naval commandos not to use the machines during the navigation but the sail to save on the fuel in order to reduce the expenses, with the exception of real emergencies that must however be well justified and carefully examined by the superior commands.

Commanders unable to sufficiently demonstrate the case of emerged emergency, could incur disciplinary punishments or be called to pay for the coal consumed. "Terrible" class armored ships and generally all armored ships for mediocre sailing qualities possessed are exempt from this provision.
