Equally emblematic is the image of the epic emergency labor carried out by two men in camouflage who, under the watchful eye of a carabiniere, unload a stock of banquets from a truck with wheels destined for scrapping even before they are used. An undertaking that obviously could not be completed either by the school staff assigned to the labor force or by a team of the 300.000 army under the Civil Protection, much less by a tiny handful of legions that receive citizenship income (about one million and three hundred thousand unemployed). No! It is enough to call into question the army and you will find who answers the flight "sir", and that's it.

The prodigality of the political top in offering the assistance of the armed forces at every push, however, risks making the military instrument appear as the unwitting pawn of political staging and sometimes impromptu initiatives, often the cause of waste of public money.

The latest declared willingness to contribute to the general vaccination of the country "operating 24 hours" contrasts with a context characterized by the severe shortage of raw materials, vaccines, and the availability of unused "primroses" wanted by former Commissioner Arcuri.

Recalling a disconsolate report sent by the commander of the Bourbon artillery to King Franceschiello: "Majesty, nun putimm shoot, first sin nun tenimm cannons", today we could reply: "Mr. Minister, we cannot vaccinate 24 hours, first because there are no vaccines". All without detracting from the contribution of the armed forces in the distribution of vaccines, if and when available, and in carrying out swabs to be added to the hundreds of millions of swabs carried out in public and private facilities and now even in supermarkets.

The onerous duplication of existing but unused structures has involved the armed forces several times, a waste that could be contained if the "political" demands were contrasted with an appropriate "military" filter. It is certain that the extraordinary competition of the Armed Forces has now become a completely ordinary competence: in addition to fires, earthquakes, floods, waste, control of sensitive points and centers for immigrants, bridges to be demolished or built, etc., it has been a burden for some time. on the army the permanent commitment of 7000 men for the “safe roads” mission, to which is added the large number of men and means to operate indefinitely for the covid 19 operation.

Where a structure of the state manifests a flaw or a deficiency, it falls back on the armed forces, normally the object of disinterest if not mockery by the political class which does not seem to care that the military has enlisted to be soldiers and not to steal the profession to operators in other sectors.

The undoubted understanding that for years has linked political leaders and military leaders is perhaps at the basis of the adjustment of the attention of these to the political interests of those, and all this translates into a secluded and uncritical attitude on the part of the military.

The unanimous silence of the defense leaders is surprising even in the face of shameful demonstrations such as those that have seen the Tricolor and the religious sentiments of the majority of Italians offend, using state TV. All this stems from the consolidated tradition of placing at the top of the armed forces figures who have gained a certain experience in the ministerial rooms of power, conditio sine qua non which limits the danger of critical attitudes e guarantees from head shots to "General Pierre de Villiers", the French chief of staff who, having entered a collision course with Macron, resigned from office in July 2017, giving a kick, incidentally, to one salary that even for the French chiefs of staff is higher than that of the president of the United States.
