Tiflis 2017: the emergency culture promoted by the Italian Air Force in Bari

From 18 to April 27 in Bari, within the project called TIFLIS 2017, under the aegis of the prefecture and with the involvement of the municipality of Bari, police station, civil protection (Puglia Region), first aid, 118, fire brigade, the armed forces and police forces and finally theprovincial school and high schools, 5 took place different exercises. The main objective was to simulate "intervention methods" in emergency situations, through skills and means at the service of the community.

The idea was promoted by the commander of the aeronautical schools / 3 ^ air region and of the military garrison of Bari, general of aerial team Fernando Giancotti, on the basis of a previous experience in the Aeronautical Academy in Pozzuoli. The "leadership" has been entrusted to the prefecture of Bari, involving the various actors interested in emergency situations, including scholastic institutions considered fundamental for the promotion of a real ethics and culture of emergency that can, over time, make mature renewed sensitivity and a civic sense on the issue of emergencies; to this end, some high schools have been involved which have hosted training sessions on topics such as: first aid and prevention. The following were 200 students involved in putting into practice the lessons learned during the exercise.

The events included various activities, from constitution tent field at the Military Airport of Bari Palese, to the evacuation at the headquarters of the Euclid School, in the Apulian capital. Furthermore, as part of the activities envisaged by the project, in the center of Bari on the stretch of waterfront between the provincial command of the financial police and the main entrance of the Fiera del Levante, the simulation of the opening of a chasm was held, involving in the same a public bus, with 35 people on board crossing the stretch of road concerned. The following day the exercise of the collapse of a building was held at the one called "Gonio" of the military airport of Bari Palese. Several ambulances were thus involved to simulate the hospitalization of the occupants of the building in emergency structures. and even the use of a helicopter to simulate medical transport.

Police forces have also been engaged in determining the area to be circumscribed and the corridors for emergency forces.

It is important to note that the exercise Tbilisi, whose name takes its cue from an ancient stream that arrived near the Ruvo di Puglia area, was preceded by a preparatory phase in the identified high schools, on topics such as first aid, emergency management, fire fighting, homework and organizational structures such as civil protection, armed forces, fire brigades as already mentioned previously.
