(To air Force)
02/12/16

From October 3 to 2 December 2016, at the hall Ajmone Cat of Palazzo Aeronautica, the 52 ° qualification course was held for flight safety officers.

The course, organized and managed by the Higher Institute for Flight Safety (ISSV), saw the participation of 47 visitors from various departments of the Italian Air Force and other Armed Forces and Armed Forces of the State, as well as personnel belonging to other related civil organizations with the flight activity.

The course was structured in 4 modules: Human Factor, Prevention, Investigation e Legal Aspects.

During the "Human Factor" module, the aspects concerning the incidence of human beings in flight-related activities were analyzed, the "Prevention" module provided participants with an overview of the activities carried out by complex organizations to prevent the occurrence of accidents. The "Investigation" module was structured in two phases, a Theoretical Investigation Module (MIT) and a Practice Investigation Form (MIP), in order to develop the ability to investigate a flight accident. The theoretical part took place entirely in the classroom, while the practical part was set in the "Training Site" of Chemical Department of Pratica di Mare, and on the "Crash Site" set up for the first time at the 3 ° Stormo of Villafranca.

In the "Training Site" the visitors understood the potential of the methods of investigation and analysis of the Chemical Department and carried out a group activity aimed at reconstructing the dynamics of a flight accident starting from the evidences detectable on the ground and from the finds found.

In the "Crash Site" held in Villafranca, the visitors, divided into two groups, worked on two different scenarios based on a fixed-wing and a rotary-wing aircraft. Capabilities have been developed at the same time team building, procedures for securing the area and restoring environmental conditions. Of particular importance is the activity carried out in collaboration with the staff of the Public Information Office of the Italian Air Force which saw the intervention of a journalist from a local newspaper.

The "Aspetti Giuridici" module outlined the regulatory landscape regarding flight and flight accidents.

The value of the course was witnessed by the authoritative presence of some distinguished lecturers, including the president ofNational Flight Safety Agency (ANSV), prof. Bruno Franchi, the general manager of the Aeroclub of Italy (AeCI), gen. Giulio Cacciatore, prof. Andrea Montefusco, professor of the LUISS "Guido Carli" in Rome and prof. Michele Buonsanti professor at the University of Reggio Calabria.

The closing speech by Mr. Chief of Staff of the Air Force, Air Squad General Enzo Vecciarelli, in witnessing the attention that the Armed Force pays to the issues of Flight Safety, emphasized the synergies that the interforce / interactency perspective of the course allows to exercise in the concrete daily prevention activity, as well as on the need to operate according to an approach aimed not only at the tasks of the present but also, and above all, towards the future, in an effort aimed at adapting prevention techniques to both technological developments and operational use always with an eye to the human element, whose role is central to the best execution of the tasks that the country assigns.

Brigadier General Lupinacci, inspector of the Flight Safety, he then presented the certificates to newly qualified SV official visitors, emphasizing the importance of human relationships for their future activity.
