Army and Security Sector Reform

It ended, at the Training Command and Application School of the Army, the 5th course on Reform of the Security Sector (Security Sector Reform - SSR).

Entirely administered in English by national and international military and civilian experts, the activity was organized and directed by Post Conflict Operations Center (CSPCO) on the proposal of the European Security and Defense College (body belonging to the European Union that deals with training in the Common Security and Defense Policy).

The course, divided into two phases, one remote and one face-to-face, is aimed at providing an overall understanding, in the legal, political and operational contexts, of the concept of Security Sector Reform, through an examination of its general principles, actors, processes and the role of the SRG within the integrated approach of the European Union, in its complete development.

In the first phase, some modules on the European security strategy, on the role of the EU institutions within the common defense and security policy, on the EU decision-making process and on the issue of gender.

In the residential phase, the importance of the military contribution to the Reform of the Security Sector and the need for all the processes linked to this activity to be inclusive, examining the large number and differences of the actors in the SRG processes in order to understand the importance of coordination between the various protagonists to promote an effective integrated approach within the European Union.

Furthermore, two SSR case studies in Somalia were analyzed, referring respectively to the military component (European Union Training Mission - EUTM) and the civil component (European Union Capacity Building - EUCAP).

The commander of the training institute, division general Mauro D'Ubaldi, during the greeting address, underlined how the CSPCO, thanks to the network of relations established with the military, academic and institutional world, national and foreign, is the mirror of the now consolidated internationalization of the training offer in the field of Security, Stabilization and Reconstruction, which constitutes a "frontier" in the context of the commitment made by the countries most active in international operations / missions.

The course, of high educational value, saw the presence of 17 students already employed, or expected to be employed in activities / missions related to the common European defense and security policy.

Among them, 13 Italian officers, 3 foreign visitors from EU member countries and agencies (France, Germany and Spain) and 1 civilian student.
