The exercise called “Adaptive Interaction 2024” (ADIN24), carried out at the “Mario Fiore” barracks in Motta di Livenza, headquarters of the Multinational CIMIC group / 7th CIMIC regiment, a unit of the Italian Army specialized in civil-military cooperation (CIMIC), and at the “Villaggio Tempesti” logistics-training base in Corvara in Badia (BZ), concluded today.
The purpose of the activity was to test and evaluate the capabilities of the Multinational Command Staff and the CIMIC battalion units employed in support of NATO. The exercise involved approximately 200 CIMIC operators from different countries (Austria, Bulgaria, Czechia, Greece, Italy, Latvia, North Macedonia, Netherlands, Poland, Portugal, Romania, Slovenia, Spain, Hungary, United States) and representatives of various NATO commands. The activity was carried out in a virtual scenario consistent, in terms of complexity and type, with the operational contexts in which NATO could be called to intervene, aimed at facilitating coordination and cooperation between the military component and the civilian organizations present in the operations area.
Specifically, personnel were able to refine and sharpen procedures by running a series of simulated activations, which reproduced events similar to those CIMIC operators would encounter in a real operation.
The two-week exercise also included training for men on the ground engaged in practical activities, resulting from the activations received from the command.
These personnel operated within two multinational CIMIC units, one led by Italy and the other by Portugal, consisting of Tactical CIMIC Teams from Austria, Czech Republic, Greece, Italy, Portugal, Romania, Spain, Hungary, and the United States, deployed at the “Villaggio Tempesti” logistics-training base in Corvara.
The base, progressively modernized, regularly provides important support to the training of Army, Defense and partner nations units, as well as hosting sports bodies such as the Paralympic sports group of Defense and voluntary associations.
CIMIC operators were thus able to interact, through role-playing games, with the civil counterpart represented by “role players” drawn from local authorities, officials from governmental, non-governmental and international organizations, trained to implement the negotiation and communication techniques learned through the CIMIC training process, as evidence of the consolidated relationships with local institutions, the production sector and the school world. Particularly important was the activity carried out in collaboration with Terna, an Italian company that operates electricity transmission networks.
Inside an electrical station made available for the occasion, a meeting was held between CIMIC operators and qualified Terna personnel in order to resolve a hypothetical criticality. The communications, command and control system that allowed the interaction of the numerous components of the exercise was provided by personnel from the 7th Army transmission regiment in Sacile.
The activity was also an opportunity to improve the interoperability of CIMIC assets and promote personal knowledge among operators of different nationalities. Colonel Piero FURLAN, commander of the Multinational CIMIC Group, during the meeting with the press wanted to underline that CIMIC represents a true center of excellence for the training of operators who work in the delicate sector of civil-military cooperation. Only through constant training can one acquire the skills necessary to manage every situation with precision and promptness.
The multinational CIMIC group, established in 2002, is a joint force unit framework Italian, with the contribution of Greece, Hungary, Portugal, Romania and Slovenia. CIMIC operators of the multinational CIMIC group and the 7th CIMIC Regiment are currently employed in international and bilateral operations in Kosovo, Libya, Iraq, Niger, Lebanon, Somalia and East Africa.
