100th Course of Qualified Counselor in Humanitarian Law

It took place at the "Arpaia" barracks, headquarters of the command for the Training, Specialization and Doctrine of the Army, the 100th course of qualified advisor in Humanitarian LawThe training activity, which lasted two weeks and was open to Armed Forces personnel, was organized by COMFORDOT in collaboration with the Italian Red Cross.

The course was conducted by university professors, instructors of international law and legal advisors, under the direction of Brigadier General CCrn (aus). Francesco Elia and Dr. Giulia Clarizio, with the aim of teaching attendees the main rules of International Humanitarian Law as well as deepening and consolidating their knowledge and tools for applying them in the context of armed conflicts and Peace Support Operations.

In particular, sensitive and relevant issues related to geopolitical issues were addressed, in light of new operational scenarios, emphasizing the principles of humanity, the limitations of means and methods of combat, the protection of women and minors, the criminal regime in international operations, international disaster law, the repression of war crimes, international criminal justice, cyber warfare and the current challenges of humanitarian law.

“Knowledge of International Humanitarian Law is essential for Armed Forces personnel, who must continually adapt effectively to an increasingly heterogeneous contemporary global context. Military personnel engaged in missions abroad are therefore required to have a broader preparation, also extending to the fields of political, economic, social and legal sciences”, with these words the commander of the high command, general ca Carlo Lamanna, greeted the attendees.

The president of the Italian Red Cross, lawyer Rosario Maria Gianluca Valastro, underlined “the importance of training aimed at promoting and disseminating international humanitarian law, made possible thanks to the fruitful collaboration between the Armed Forces and the Red Cross”.

The 100th course for qualified counselors in Humanitarian Law concluded with an individual exam that saw attendees address various issues of International law of international and non-international armed conflicts, through the analysis and resolution of case studies with the application of the rules in simulated operational contexts.
