Private security: agreement signed for unarmed personnel, one-off bonuses in July paycheck, increases from January

The Italian Association of Subsidiary Safety (AISS), FederTerziario and the UGL Civil Safety Federation announced the signing of an extraordinary sector protocol, which took place on 24 June 2024. This agreement marks a significant step for workers in the sector, introducing important innovations.

The contract is intended for a broad spectrum of operators in the security sector. It includes commercial intelligence and investigative institutions, agencies that provide information through bulletins and public records, and those that offer cyber security services. Furthermore, it is also aimed at control activities for shows, entertainment, fairs and commercial events, as well as security and passive custody services. Other companies involved are those that operate in the sector of auxiliary security services, including concierge, custody, reception, assistance, reception and management of people flow companies. Companies that offer unarmed security for sporting events (stewards) and other events, as well as those specialized in exhibition stands and assembly of structures for shows, concerts, fairs, conferences and meetings, are also included in the contract.

News for Workers

The agreement provides for the disbursement of a ONE-TIME amount and future salary increases starting from 1 January 2025. On the occasion of the July 2024 salary, the workers in force on the date of signing the protocol (24 June 2024) will receive a ONE-TIME amount, differentiated based on the various contractual levels. The amounts, calculated based on length of service from 1 June 2020 to 30 June 2024, are as follows:

Level 1: €15,00
Level 2: €25,00
Level 3: €40,00
Level 4: €50,00
Level 5: €75,00
Level 6: €80,00
Level 7: €90,00

The ONE-TIME amounts are intended for workers with subordinate contracts, including part-time, full-time, fixed-term, permanent and apprentices. They are also calculated for periods of leave and other permits. However, they are not due in the event of termination of the relationship before 24 June 2024 or for subsequent hires, even if before the actual payment. These amounts are proportionate to the length of service and actual working hours for part-time workers or those hired after June 2020. They are all-inclusive and not useful for TFR purposes, and subject to separate taxation.

Salary Increase

From the January 2025 payslip, the protocol provides for salary increases according to the following table:

Paintings: from €1.840,00 to €1.865,00
Level 1: from €1.632,00 to €1.645,00
Level 2: from €1.438,00 to €1.440,00
Level 3: from €1.320,00 to €1.340,00
Level 4: from €1.197,00 to €1.280,00
Level 5: from €1.123,00 to €1.195,00

With the renewal of the National Collective Labor Agreement (CCNL) CNEL code (HV40), Levels 6 and 7 will be replaced by new levels currently being defined.

Future perspectives

Negotiations for the renewal of the CCNL will continue with the aim of finding solutions by December 2024, in line with the provisions of the extraordinary protocol.
