Work: from January 1st new CCNL for Surveillance, Investigations and Security

The employers' organizations AISS, FEDERTERZIARIO and PIUSERVIZI, together with the NATIONAL FEDERATION UGL CIVIL SICUREZZA and with the technical support of ANCL – National Association of Labor Consultants, announce the renewal of the National Collective Labor Agreement (CCNL) for the sector of surveillance, investigations, security, safety, control services, stewards and auxiliary security services (CNEL Code HV40 – INPS Contract Code 291).

Signed in recent days, the new CCNL will come into force on 1 January 2025 and will be valid until December 31, 2027, replacing the previous contract expired May 31, 2020.

“The renewal of the CCNL represents a significant milestone for the Italian private security sector, a concrete example of how social dialogue can bring real benefits for workers and businesses, strengthening the competitiveness and sustainability of the sector,” declares Frank Cecconii, president of AISS and ENBISIT.

This renewal marks a milestone for the sector, thanks to innovative solutions that enhance workers and businesses, adapting to the needs of a constantly evolving market.

The new contract introduces significant updates

On the economic level, a salary increase is planned, distributed in two tranches, in January 2025 and January 2026, together with the recognition of an attendance allowance, which replaces the element of salary guarantee, and the reformulation of the entry salary to promote greater employment stability.

In the regulatory context, the contract reorganizes the professional areas into four new categories, in compliance with the UNI 11926:2023 and UNI 11925:2023 standards, extending the application to companies operating in the safety, fire prevention, first aid and emergency management sectors. 

New rules have been introduced for fixed-term contracts, seasonal work and the time bank, ensuring greater flexibility and sustainability for businesses.

On the front of the welfare, the renewal includes an increase in the contribution to the supplementary health care fund to strengthen financial support and promote the improvement of the benefits to be guaranteed to workers, while in terms of protection, the contract strengthens the protections for workers affected by oncological pathologies and female workers included in protection paths against gender-based violence.
