C-SOC (Cyber ​​Security Operations Center) is born: a single HUB for all police forces

On the morning of Monday 26 April 2021, in Rome at the Central Directorate of the Criminal Police, the inauguration and naming ceremony, to the general manager of Public Security Ilio Corti, of the new C-SOC room (Cyber ​​Security Operations Center) took place at internal service for the Joint Information System.

Ilio Corti, who passed away at the age of 54 in 1976, with his far-sighted thinking in combating crime using technology, contributed to the foundation of the Data Processing Center of the Ministry of the Interior and subsequently was its director.

The new operations room, an avant-garde structure, will protect the joint databases from any malfunctions or computer attacks, through a complex system of controls and alarms managed by software and operators specialized in analyzing the functioning of computer systems. .

The function of the C-SOC is to supervise the security of the information systems present in the Central Directorate of the Criminal Police, so that all the information possessed (on documents, people, vehicles) is adequately protected; at the same time it guarantees the protection of personal data to prevent them from being dispersed.

At the ceremony, welcomed by the Chief of Police Lamberto Giannini, were present the Minister of the Interior Luciana Lamorgese, the Undersecretary to the Presidency of the Council of Ministers Franco Gabrielli, the Chief of Police, Director General of Public Security, Lamberto Giannini, the Commander General of the '' Arma dei Carabinieri Teo Luzi, the commander general of the Guardia di Finanza Giuseppe Zafarana, the head of the Penitentiary Administration Bernardo Petralia, the general secretary of the Guarantor for the protection of personal data Fabio Mattei.

Minister Lamorgese, together with the children of the general manager Ilio Corti, Maria Consolata and Giovanni, proceeded to uncover the plaque of the C-SOC and gave them the decree naming the room. The minister then cut the inaugural ribbon that kicked off the event.

The presentation was opened by the Deputy Director General of Public Security, Central Director of the Criminal Police Vittorio Rizzi: "If in the past the relationship between security and privacy was seen as a zero-sum game, because it was believed that the higher levels of one corresponded to heavier intrusions into the personal sphere, the challenge that awaits us today is much more complex, where instead security and data protection can coexist according to a more general and aware principle of responsibility, so that a higher level of security also corresponds to a higher level of protection of personal data ".

A galaxy of information systems for police purposes is attested at the Central Directorate of the Criminal Police, with databases such as Joint IT system CED-SDI, the NUE 1 1 2, the DNA database, the National Shengen Information System (NSIS).

The function of the C-SOC, a structure commissioned by the Chief of Police Lamberto Giannini, is to monitor the security of millions of information held for police purposes (on people, documents, vehicles, tracks) and that they are adequately protected. By its nature, the C-SOC represents a leading structure in the national cyber protection architecture, promoted by the Presidency of the Council of Ministers, given its supervisory function on critical infrastructures such as police databases.

After the illustration of the new functions that the room is equipped with, made by the director of the Data Security Office Stefano Moni, the Minister of the Interior Luciana Lamorgese, in her concluding speech, underlined: "This room, which we are inaugurating today, has as its main objective the protection of citizens 'privacy. The activities of the police forces do not insinuate themselves into the privacy of citizens' daily lives but rather work for the protection of their fundamental rights, including protection sensitive data, which are managed for public safety purposes. Doctor Corti was a forerunner and if we are here today it is also thanks to the intuition he had many years ago, when technology and information technology did not have the importance they have. today".
