Leonardo categorically denies any hypothesis of alleged supply of OTO Melara 76/62 cannons to the Myanmar Navy. This hypothesis appeared in media sources including Il Manifesto, Asian Defence Journal, www.janes.com and others, are completely unfounded.
Leonardo neither directly nor indirectly through third party companies, sells or has ever sold OTO Melara 76/62 guns to the Myanmar Armed Forces. This also includes the period prior to the 1996 embargo and the entry into force of Law 185/90.
Leonardo reiterates that:
- The contracts that Leonardo signs for the sale to all its customers of armament material, such as the OTO Melara 76/62 naval cannon and any other technology, are subject to compliance with the requirements set out in law 185/90 and as such supported by the obtaining of End User Certificates from the government authorities of the countries in which the sales take place;
- Leonardo has a License Agreement with BHEL for the licensed production of the 76/62 gun, which includes clauses prohibiting sale and export without prior authorization from Leonardo and the competent Italian Authorities. With regard to the specific rumors about the supply to Myanmar, BHEL, with an official communication dated January 9, 2025, confirms that it has never supplied or exported the 76/62 gun to the Myanmar Navy.
For completeness of information, please note that Myanmar is present in Leonardo's Sensitive Countries List and, for this reason, no hypothesis of transaction, even of civilian goods, is carried out without adequate verification. Leonardo's Trade Compliance policies provide for full compliance with applicable laws and provisions established by the competent authorities. Leonardo implements strict control and monitoring of compliance with laws and provisions, with an internal compliance program in continuous evolution, in order to promptly integrate export control laws and regulations and sanctions regimes.
