Thus celebrations, anniversaries, parades, fanfares continue and, at the same time, reforms continue, begun in a much more serene time.
It may make sense to change if you can reduce costs or improve services, what is going to happen to the Red Cross Military Corps - near its 150 anniversary! - however it seems to be unbelievable: it will be demilitarized and substantially dismantled without the logic of saving or improving performance.
