Seminar "The political and strategic evolution of the Armed Forces"

19/05/14

The international seminar "The Political and Strategic Evolution of the Armed Forces: a tool to support national interests" was held on Saturday at the Faculty of Engineering of the University of Rome Tor Vergata.

The event, which is part of the second level master in electronic systems and technologies for security, defense and intelligence (STE-SDI) is in collaboration with the CBRNe security and defense observatory (OSDIFE), the department of electronic engineering of the University of Rome Tor Vergata (DIE) and the university security training center (CUFS).

The seminar was held by exceptional experts: the admiral of division (aus) Claudio Confessore, the rear admiral Nicola De Felice and the admiral inspector (aus) Fabio Caffio.

The speakers illustrated how the socio-political changes in national and international contexts have, over time, also increasingly affected the Italian armed forces, thus determining their evolution both from a political and strategic point of view.

The process of how the defense has shown its ability and flexibility in adapting to changes was therefore deepened, increasingly assuming a fundamental, strategic and support role for the stability of the nation.

Admiral Claudio Confessore, former commander of the San Marco regiment and of the naval training center of the navy, illustrated the geopolitical scenarios, explained what the national contributions are and what the revision of the military instrument in the armed forces consists of, giving particular emphasis on the legal aspects that can be encountered in operational theaters, described the dynamics of peacekeeping operations and explained what could be the causes of the conflicts of the future: from cyber-warfare to problems related to water supply. In closing, notions on information to support security were discussed, explaining what are the characteristics of the national security system, with particular emphasis on open information (OSINT).

Rear Admiral Nicola De Felice, director of the defense innovation center, (III SMD Department - Military Policy and Planning), explained the Italian defense in the fifth dimension, in support and protection of national interests, illustrating what the possible risks could be and in how defense is developing and evolving in the cyber world.

Admiral inspector (aus) Fabio Caffio, expert in maritime law and author of numerous books on the sector, spoke about piracy and its effects on the economy, addressing the various aspects related to it, from legal costs to the position of the states against acts of piracy, how Italy defends itself in relation to other countries and what are the damage to the economy deriving from the costs incurred to marginalize the problem.
