The “1st NATIONAL FORUM OF INTERFORCE TRAINING - Skills as a strategic domain” was held in Rome at the Centro Alti Studi Difesa – Scuola Superiore Universitaria, an event promoted by the Undersecretary of State at the Ministry of Defense, Senator Isabella Rauti with responsibility for the Training of Civilian and Military Defense Personnel.
The event opened with a video message from the Minister of Defense, Hon. Guido Crosetto, and was followed by video conference by over 70 Defense training and education institutes, bodies and schools.
Undersecretary Rauti underlined that “despite the Defense's very high training offer, the Forum was important because it outlined a method, that is, it promoted an initiative that has no precedent and that brings together all the Schools, Academies and Training Institutes with the aim of sharing not only good practices but above all of arriving at creating a model and a doctrine that are truly inter-force. A sharing and also a contamination that we must replicate beyond today's appointment. The Forum was, therefore, like an inter-force exercise, because inter-force is in the method and multidisciplinarity in the merit and today we have demonstrated it”.
The emergence of new and multidimensional challenges, of hybrid, symmetric and asymmetric threats from actors – state and non-state – capable of operating in traditional domains, but also in new ones such as cyberspace, as well as in so-called emerging ones, such as the cognitive environment, requires, according to Rauti, the need for “engage in a challenge that concerns all those who do Training, which is that of the complexity that we must govern. To govern this complexity it is necessary to know and analyze it, exercising enabling skills and having increasingly cutting-edge preparation through new and very new technologies such as the positive use of Artificial Intelligence. Training is like an Operations Theater and like a strategic domain that confronts old and new domains.”
For Rauti the Forum “it was a starting point because it means making a commitment to hold a forum every year but also to channel everything that is specific to the individual Armed Forces and to integrate it into an inter-force perspective that involves recruitment, training and education”.
