Marò: Mogherini now new phase

24/04/14

We learn from an Adnkronos agency this morning that the foreign minister, speaking at a hearing in the Senate, issued important declarations on the management of the two marines.

In particular, the head of the foreign ministry informs us that "an international procedure has been launched on the case of the two riflemen detained in India", announcing the return to Delhi of Ambassador Daniele Mancini still in Rome after being recalled for consultations by the former Minister Bonino the 18 February.

The minister also reiterated that "On 18 last April we sent a verbal note to the Indian authorities, asking for an exchange of views to be held on the merits of the dispute and the return of the marines to Italy. In case they were not reached in time reasonable for this via an acceptable solution, we will resort to the use of international tools for resolving disputes according to the rules of international law ".

Practically a procedure of diplomatic relations already carried out by the former Minister Terzi 11 March 2013 which provided in the absence of responses of India to carry out an international arbitration and waiting for an Indian response not to return to Delhi the two riflemen of Marina at that time still in Italy.

Intendimenti those of the Ambassador Terzi canceled by other decisions taken by the then president of the council, Senator Mario Monti who, in addition to returning the two Marò to Delhi, renounced the international arbitration. Decision also borrowed from the subsequent government chaired by Mr Letta.

With the sending of the note, the minister clarifies "a new phase opens up, exhausting the phase in which Staffan De Mistura has worked, that I want to thank on behalf of the government for the dedication and the tireless efforts with which he has followed the affair ".

Mogherini further adds that the new phase "requires new figures and we are defining the composition of a panel of experts, under the guidance of a coordinator," announcing that "in light of the phase that opens in India with the elections, we have decided to return Ambassador Daniele Mancini to Delhi, who had been recalled by the previous government "and whose presence in Rome" I have personally found very useful in these weeks for his contribution, "but" now it is useful to return to India".

Personally I read with satisfaction the words of Minister Mogherini to which are added those reported in the same agency and referred to the Minister of defense Pinotti.

The defense minister, in fact, makes the voice heard declaring: "No longer available to an Indian trial, immediately arbitrated" reiterating that "we are no longer willing to accept an Indian trial of which we do not recognize the validity, we believe we have jurisdiction over the fact and we want to be recognized there. There will be a trial but it will not have to be held in India, we are still open to discuss with the Indians but it does not seem that on the other side there are attentive ears ", therefore," there is no other way left that resort to the mandatory international arbitration instrument under the UN Convention on the Law of the Sea ". Words determined and consistent with what comes from the beginning of the story written and repeated very modestly by those who, like myself, are committed to following the fate of our marines and by the ambassador himself Terzi on more than one occasion.

Incisive words that bode well even if for some aspects they catch on by surprise as at least in part conceptually different from the comment of dr. Loved to an article of the 18 April by Maria G. Maglie published by Libero. The head of the press office writes among other things "... The terms of the story are well known and those who do not have as their goal to politically speculate on the skin of the marines ..." and still refers to the confidentiality "essential in cases like this" .

Well at a distance of only two days two ministers of the Republic break the reserved approach considered "essential" by dr. Beloved and with maximum transparency, they inform the nation of future actions that the government intends to take forward.

Probably an inversion of the trend also induced by the words of the Maglie in his article of the 18 us that so much indignation aroused in the dott. Amati and in those of the journalist's reply note to the press office of the MAE. The Maglie the 22 April wrote: "I hope to be wrong, but the impression is clear: only chat, no ambassador in the office, marò even more abandoned."

Finally it seems that words follow the facts as many of us long hoped also with direct letters to Minister Mongherini as in my case, perhaps "filtered" by the staff. A commitment of citizens with a high sense of state affirm without fear of being presumptuous, not because of political speculation, but only because they believed that every acceptable waiting time had passed.

A continuous solicitation because the affair was resolutely dealt with that seems to be finally getting its effects much more concrete than the repetitive assurances of the former special envoy dott. de Mistura ready to pull out "aces from the sleeve" but after months 26 remain well hidden, perhaps in compliance with the "essential confidentiality".
