On 25 October last year I had the opportunity to write that Massimiliano Latorre and Salvatore Girone had been sold to India for thirty denarii (http://fernandotermentini.blogspot.it/2013/10/massimiliano-latorre-e-sal...). A statement following the institutional initiatives to defend the interests of Finmeccanica for the controversial supply of helicopters to India in the face of a deafening silence on the fate of the two Fusilieri di Marina.
A pragmatic action was the one that involved the state apparatus to protect the economic and productive potential of one of the major national industrial realities, of which the State is a shareholder for more than 30%. An effort that with the passage of time has revealed more: not only a commitment to guarantee only global interests at the national level, but also to protect the main institutional figures and lobbies of economic power. In this scenario, the involvement of the two Fusiliers of Marina Massimiliano Latorre and Salvatore Girone, considered by India as possible murders for facts that occurred while carrying out institutional tasks assigned to them as military, is evident. "Merchandise" immediately made available by Italy as a possible counterpart to appease the angry Indian counterpart not for bribes or commissions that you want, but because the facts had become public knowledge, revealing to the world the sensitivity of Indian personalities to corrective proposals. The evidence of the facts becomes tangible on March 22, 2013, when Latorre and Girone were returned to India with an unexpected and sudden decision, different from the one that had led to inform India that the two soldiers at the end of the electoral permit would not be returned to Delhi but held in Italy pending international arbitration. A position shared by the current executive and coordinated by the Prime Minister Senatore Monti as evidenced by the Agency AGI of 11 March at 17,53, with which the then Undersecretary for Foreign Affairs de Mistura made official the choice of the Government declaring, inter alia, "The decision not to include the maro 'in India has been taken in close coordination with the Prime Minister Mario Monti and all the ministers agree". Just ten days after this announcement, a reversal of the trend, apparently induced by the blackmailing actions that Delhi was exercising on Italy in terms of diplomatic relations, but, with "hindsight", determined, perhaps, by the attempt to appease the Indian counterpart in the case of the supply of helicopters by Finmeccanica with the aim of guaranteeing commercial interests with India as desired by the then Minister for Economic Development Corrado Passera. The exchange goods were represented by two men, two Italian soldiers to whom the State had also denied the guarantee of the right of immunity that no country in the world fails to provide to its soldiers. A decision firmly opposed by the Foreign Minister Giulio Terzi who formalized his resignation with a valuable sense of the state, but unequivocally shared by the Head of the Defense Department, Admiral Di Paola who, through a detailed statement in Parliament, distanced himself from the decision of his colleague Foreign declaring that they do not want to "abandon ship". A ship, however, already adrift and destined to be dismantled as represented by a resigning Government and destined to be replaced there in a few days. A decision taken, therefore, to defend economic interests as admitted by Premier Monti himself, who reported to Parliament in a few days, but paying a very high price. The renunciation of national sovereignty and the delegation to India of an illegitimate judicial management against two Italian citizens. A measure suggested by the hope that by giving up on the Marò and on the dignity and sovereignty of Italy and our Armed Forces, Indian benevolence would be obtained on the supply of helicopters that was in dispute, but completely wrong the calculations as recent events on the India controversy are showing / Augusta. A choice, however, that would have allowed someone to gain in personal reliability in relations with Finmeccanica, whose international image was compromised by the judicial facts in progress and which involved the highest levels of management of the Company. The President of the Council Monti, for his part, gave course to a real extradition of two Italian citizens ignoring the legal constraints that govern the matter, in particular if the destination country provides for the death penalty in its penal system. Constitutional and penal norms reaffirmed and clarified by sentences of the Supreme Court that leave little autonomy in deciding specifically also to the Chief of the Executive, moreover in the absence of pronouncements of a Court of the Republic. Certainly relevant aspects, reaffirmed by the Constitutional Court which explicitly does not consider the simple formal guarantee of the non-application of the death penalty to be sufficient to grant extradition and has also stated in other judgments that "for the purposes of a sentence in favor of extradition, documented existence and evaluation of serious indications …… ”, elements that do not appear to exist in the specific case. Selling men is an execrable act and it was thought that it had been erased from history after the end of slavery. Doing it to try to get guarantees on an economic level is ethically repugnant. Indulging it in an attempt to secure personal positions is absolutely sickening. All this seems to have happened. Someone did not abandon the ship for consistency with others who put the defense of economic interests before the priceless one of human rights, which any state owes its citizens. Behaviors marked by a pragmatic vision of life, respectable but not shared by the writer who, driven by ethical convictions of very different contents, is driven to tell so that others can judge. Ways of acting, however, consistent with other moments in which economic interest prevailed over other more human values, such as when Admiral Di Paola Minister of Defense obtained in December 2012, after only 295 minutes of meetings of the Chamber's Defense Commission, which the Government had the mandate to cut the personnel of the military: 43 thousand between military and civilians. I threw 43 jobs to the wind not to reduce military spending, but to feed the interests of the defense industry. A gift of 3 billion a year and for the next twenty years, decided by the Government supported in the evaluations by the previous and specific technical / military expertise of Minister Di Paola, resources destined in particular to Finmeccanica, Lockheed and some friends of the " strong". The words spoken in Parliament on 21 March 2013 by the former Minister Di Paola, could seem, at first approximation, one of the most beautiful expressions of the ancient maritime traditions, but for many the interpretation was different and perhaps they had not erred in the to interpret. He had decided not to leave a boat now adrift after having abandoned his men in the hands of the enemy, but remained clinging to a raft that in time would have led him to a safe harbor. Malicious hypothesis that news of these days turns into certainty. As part of the reorganization of the Finmeccanica top management, in fact, now close to being implemented, the former Minister of Defense Di Paola should enter - for the moment - in the company with the role of consultant, but the situation could quickly change during 2014 . A collaboration that apparently respects the incompatibility rule for Ministers to hold positions in structures that can be connected to their previous institutional office for one year from the end of their mandate. In fact, being a consultant does not mean entering Finmeccanica's workforce. In this case, however, the professional figure has immense importance as the current top management is entrusted to a very expert investigator, but perhaps less competent in technical administrative matters and procurement of military material. On the other hand, peculiar characteristics of Admiral Di Paola's professionalism consolidated in positions of the utmost importance in the defense apparatus at national and NATO level. Former Secretary of Defense with particular responsibilities in the management of the renewal and enhancement programs of the military instrument, a reference figure for third countries interested in the Italian defense industry and former Chief of Defense SM, responsible for the operational management of the Italian Armed Forces. Today only a consultancy appointment destined perhaps to "mature" in the short term and lead to very different positions for Admiral Di Paola, considering that April 27 is near and marks the end of the temporal constraints of "incompatibility" That fateful March 22 2013, also the Minister of Economic Development Corrado Passera, worried not to compromise commercial relations with India and in particular committed to trying to soften the Indian positions towards Finmeccanica, probably contributed significantly to convincing the Prime Minister Monti to overcome constitutional constraints and extradite Latorre and Girone to India for the third time. A Premier to whom, moreover, the existence of an official Indian act with which the Business Attaché at the Delhi Embassy in Rome assured Italy the non-application of the death penalty, an act, however, irrelevant in legal terms as well sanctioned by the Constitutional Court since the distant 1996. Corrado Passera is always very attentive to the events of Finmeccanica, cautious towards Orsi investigated for international corruption and recycling that clarified in statements to the press, "a warranty notice is not a good reason in itself to destabilize a company" and added to the reporters who asked him what were the intentions of the government on Finmeccanica, "We are talking about - said Passera on the sidelines of an Italcementi event - of listed companies and we can not make statements in freedom". Even Senator Monti, Prime Minister, could not ignore the problems of Finmeccanica, which is owned by the State for more than 30% and having nominated the suspect Orsi as President of the company on 1 December 2011 after Guarguaglini's resignation. Not least the concerns of the President of the Republic, silent Chief of the Armed Forces on the affair of the two Marò, but in the days before the decision to return to India the two Fucilieri di Marina, prodigal speaker on the affair of Finmeccanica. As things stand, it is unequivocal that we are faced with a reality in which two men have been treated as a pledge to be deposited with a Third State for a dark affair characterized by a thousand interests, perhaps more personal than national. Contradictory actions in the ambit of the same executive. Former Minister Terzi, who had succeeded with clever diplomatic action in bringing Latorre and Girone back to Italy and appealing to failed Indian responses to an Italian verbal note, had identified the reason for not having them return to India. A Premier Mario Monti apparently satisfied with the solution so as to be photographed next to the marines to celebrate the event, but ready to order the immediate return of the two Maròs to Delhi, perhaps because they were the subject of pressure not known but would be desirable to be clarified. A decision that disavowed Minister Terzi but also himself if the AGI Agency of 11 March correctly expressed de Mistura's thought. A barter in which the main commodity was the life of two men, wanted by the "Bocconi government" to save even the order of the helicopters and perhaps guarantee the future to someone. A policy based on economic and personal interest, inspired by the criterion "We sacrifice the military, but save the economic resources destined for Agusta". Evaluations, however, wrong as recent events are demonstrating. The Fusilieri di Marina are still being held hostage by a monocratic Indian court of dubious reliability and the helicopters went to hell. Tomorrow 8 January 2014 should start the process but on the horizon there is another postponement if the Indian NIA will not formalize the final report of the investigations. For now only a personal success, the assignment of a valuable advice to a former Minister and former military that in all likelihood could lead to other personal satisfactions that would confirm the choice of the former Defense Officer not to "abandon the ship even if adrift". Probably the Constitution and the Italian criminal law have also been overruled, but almost certainly no one will pay and no one will provide explanations. Finmeccanica was a thriving company and is now being pressed by the prosecutors. Our uniformed compatriots have little hope of getting away with it. The new Prime Minister Enrico Lettas seems to be willing to continue to apply the old saying: “those who do can make mistakes, those who do not are sure not to make mistakes”. Emma Bonino Minister of Foreign Affairs is not spared from attending international meetings with human rights as its object, but deserted India and denies the two soldiers the presumption of innocence, stating "The innocence of the two Marò is not established".
