In Red Cross chaos, the Auxiliary Bodies remain public, minister's word

In the debate on the future of the Italian Red Cross and on the fate of its two auxiliary components to the armed forces, Crocerossine e Military Corps, with a Decree of last March the Minister of Defense Roberta Pinotti that without interpreting the reorganization rule of the Authority, the Legislative Decree 178 of 2012, but simply applying it sheds light on the doubts that have been chasing each other for years.

The provision concerns the allocation of the financial endowment for the 2016 to Military Corps and to Volunteer Nurse Corps of the CRI for the preparation of personnel and the materials necessary to ensure the organization and functioning of the Bodies.

Up to this point it would appear to be a purely administrative measure. Minister Pinotti, on the other hand, expresses some very important points in the introduction to the act. Emphasizes the public nature of the appointment of the heads of the Auxiliary Bodies of the Italian Red Cross, recalling how the Inspector of the Volunteer Nurses is appointed by decree of the President of the Council of Ministers and the Inspector of the Military Body by decree of the Head of State. He then reiterates that these funds, amounting to around 4 million this year, are finalized and therefore destined exclusively for the purpose already stated.

Recognizes for the first time a well-defined status at the top of the Auxiliary Corps, a status that equates them to the political summit of the Association, and removes the filter that the Association itself exercised in disbursing contributions, paying the Bodies the obligation, in addition to to report the use of public money in a detailed manner, including the possibility of indicating the non-payment of contributions, should this occur.

In the chaos generated by the enactment and subsequently confused and delayed application of a legislative measure that is defined as a reorganization but which many consider to be revolution the minister Roberta Pinotti has been able to give without excessive clamor, as in his style, the contribution of clarity necessary to stop, especially in a delicate period from the point of view of security like today's, the mortification that the Auxiliary Corps of the Italian Red Cross have been suffering for too long.
