UNUCI as a "Cultural Special Force"?

The need for the protection of cultural heritage in the context of armed conflicts has always worried States and an example of this are the numerous historical regulations, including those of the rights of The Hague and Geneva, already developed at the end of the 1954th century. The will to regulate this matter then continued with the XNUMX Convention and with the two Protocols associated with it, without stopping and reaching today with the promotion, by the Ministry of Defense, of the "Blue Helmets of culture" project. The will to which we are witnessing is therefore the same as in past centuries: to protect the artistic-cultural heritage and, to allow this, to tend more and more to the ultra-specialized training of military personnel suitable to be employed in the protection and conservation of cultural heritage in armed conflicts.

In this context theNational Union of Officials on Leave of Italy: a large association, now under private law but until 2013 with a public nature, composed almost entirely of soldiers, mainly on leave but in any case reusable, who over the years as "civilians" have perfected themselves in their field (lawyers, engineers , architects, doctors, etc.) also gaining significant experiences that represent high resources that it would be unreasonable not to exploit.

In the context of the contingent economic crisis and the ever-decreasing attention paid to defense costs, the creation of a Cultural Special Force formed by those soldiers of the UNUCI who intend to join it would undoubtedly be, at least in the opinion of the writer, optimal: it would mean making the most of the skills of subjects who, with the honor of using their own uniform, would be employed as volunteers (therefore to costs more than contained) and without the need to create an autonomous Military Corps being, however, each member, framed in a specific context (police station, infantry, cavalry, genius, etc.).

The Association itself, among its purposes, includes the promotion of the values ​​of defense and security of the homeland - and certainly the protection of the historical-cultural heritage is fully part of the defense structure - strengthening the bonds of solidarity between the military world and society. not only civilians, it also undertakes to provide its contribution in civil defense and protection interventions, and promotes cultural and professional elevation and qualification, as well as the continuous higher education of its members, who could therefore be recipients of specialized courses organized by the various capillary structures ofUNUCI A statutory framework that therefore would have nothing to hinder - indeed it almost seems to contain an impulse - towards the creation of a team of volunteer civilians, with clear and affirmed skills in the military field, aimed at the protection of our artistic and cultural heritage. A kind of Red Cross of Cultural Heritage that therefore, instead of having a dedication as a Health Corps to humans, he would refer it to the historical traces of our civilization. A protection that will not have to stop at the conditions of armed conflict but that will also have to extend to cases of danger or calamity (think of the necessities that could be had in the anti-cueing).

The creation of this CSF- UNUCI not only would it represent a quid pluris for our country but would make us pioneers in the light of the world of a specialized and voluntary Force that aims at the preservation of our historical roots. Therefore, we can only hope for a contact between the Ministry of Defense and the National Presidency of the National Union of Officers on Retirement of Italy to proceed in this direction.
