I felt a spontaneous bitterness in reading the article (I don't really think it was a "letter") from the title "150o anniversary of the harbor authorities - Coast Guard, when celebrating means propaganda".
The body is once again attacked and I am ready to defend its dignity and prestige.
I state, first of all, that I do not know the author, nor do I know who he is. Mr. Giuseppe Corrado - who did not qualify as civil - defines himself as a "... observer of all the phenomena connected with the sea and the maritime". An absent-minded, low-vision observer for the myopic vision of a delicate and simple theme, which does not raise reliability or credibility for the lack of style and the poverty of the contents of his writing.
It is evident that the pennivendolo was bothered by the recognition - through the naming of streets, squares, harbor platforms - given to the Harbor Offices on the anniversary of the 150 years of the Corps. Recognition that the large number of coastal municipalities - along the 8000 km of coast from Ventimiglia to Trieste - wanted to reserve to the personnel who work at the maritime offices with which, every day, users interface, to solve problems, express needs and needs of maritime-port communities.
The more those needs are authentic, the more the Body is alive, indispensable and irreplaceable: the numbers and the results give real insight.
The widespread presence on the territory of the maritime authorities influences, directs and demands the timeliness of their action, according to a new model of living the daily life of commitment: understanding (needs) and responding promptly (to needs). In a civilized country, moreover a cradle of law, needs and requirements do not allow for delays.
About the titles, the reference to the occupation of public land is grotesque. On the other hand, it is detrimental to the State, to the state treasury, to economic development, to the needs of citizens, to continue to take away from the authentic public interest unused spaces - or underutilized ones -, large state-owned maritime areas and port, in the name of a need that is no longer completely current.
Director, through you (having no other reference), I invite Giuseppe Contesto for a meeting, in my office or where he himself thinks.
I beg you, however, to remind me to mention four moments: 2013 spring, 2014 winter, 2015 winter and summer.
These are four moments that, even after some time, belong to a single design: four steps, linked by the constraint of continuation for the pursuit of a single purpose, not originating from the will of the Body.
The drawing has been transformed, from the attempt to realize an epochal work, of great beauty (for those who had designed it), in a despicable doodle.
Director, for the meeting, urge the biased reader to be less slow. Indeed, 80 days (from 20 July to 10 October) employed Giuseppe Contrado to think a lot and give birth to wickedness, capable only of fueling confusion, doubts, harmful uncertainties.
In summary, the Corrado puts in place arguments consistent with imprudent intentions, in the abstract suitable to undermine the balanced institutional constitutionally protected. This in the face of a clear, transparent and certain device and regulatory context, which entrusts each Ministry with functions and responsibilities, supported by a legislative framework established by the Legislator which, as a whole, creates a complete organizational structure. A context that does not involve duplication and overlap and that is characterized by the attribution of precise functional responsibilities.
Responsibilities linked to the exercise of the functions attributed by the law in the field of search and rescue to human life at sea, to the safety of navigation and maritime transport, to the protection of the marine environment and of fish resources which, due to the principle of competence per subject legitimately consecrated, they impose on the Administration the obligation to operate, without spatial limitations, wherever the national jurisdiction is applied.
Compared to the organic framework of rules and functions that I have referred to, it is the behaviors that stand in contrast to having to be censored, like those that aim to do, artfully, disinformation.
Who, like Giuseppe Corrado, tries to put the State against the State does not do good service to society, does not show any authentic critical conscience, nor love for the truth.
Giuseppe Contorto face soon. The next November 1 will retire. From that day on, I will be an even freer man and never alone.
Also thanks to him, the Body is more united and more solid, to a greater belief than its irreplaceable mission.
To follow, a brief analysis of the atrocities reported by the biased reader:
1) Propaganda and communication.
Giuseppe Corrado deliberately confuses propaganda with communication. The Body communicates what it really does. The results are the mirror of truth. And the mirror - as Edoardo de Filippo said - does not tell lies, does not lie, cannot lie.
If the Body reflects itself ... it lives again in the words of Pope Francis; if the Body is reflected ... relives in the emotions of the "garden of the just"; ... if the body is mirrored ... sees 11.000 men and women who breathe the authenticity of their actions, their behavior, their conduct.
Over time, the Corps has made an analysis of its being, its way of operating, its mistakes, its working alongside the maritime cluster and the operators of the sea, businesses unique and privileged for the protection of the civil and productive interests of the sea. To the Body, of this protection is entrusted, by law, the relative responsibility, not to others, to whom the law entrusts other functions, also vital for the Country, placed in a perimeter of legitimate well defined exercise and, therefore, not legitimately passable.
From the analysis, developed over time, the Body presents itself today in its unique, authentic essence. the Corps of the Harbor Master's offices is not shown: the Body "is", really, the one that communicates.
2) Responsibility and loyalty
Confusing aesthetics with the functions that the law entrusts to the responsibility of those called to do, is a further confirmation of the unreliability of Giuseppe Corrado's message. Not doing, for those called to act, is equivalent to omitting. It is the form of betrayal towards the State equal, in terms of intensity, to that perpetrated by violating the oath of allegiance given.
The body is not used to betray. And it will never betray the full exercise of the legitimate prerogatives entrusted to the ministries on which it depends for functions, organization and budget. That same budget that corresponds to around 60 million euro per year of operating expenses.
It is right and it is correct to affirm, as I always emphasize, that the Corps of the Harbor Master's Offices depends on the Navy. The competition / contribution activities carried out in the field of tasks belonging to the Department of Defense which it is called upon to carry out - and always performs promptly, professionally, with a strong sense of belonging, spirit of obedience and service - are those expressly listed in the code of military order, source that lists, with recognition value, pre-existing normative dispositions. Nothing innovates, nothing attributes: it is not "titled" to do so.
But, to Corrado, it escapes as the same code of military order - from the compiling and non-attributive nature of functions - calls, to the articles 134,135,136 and 137 the dependence of the Corps on those ministries (MIT, MATTM, MIPAF as well as, for specific profiles, Ministry of the Interior, Civil Protection Department and Ministry of Labor) whose prerogatives are the subject of precise legal provisions, capable - they yes - of assigning the exercise of functions and related responsibilities.
3) The value of "looking inside".
The Coast Guard Harbor Offices have always done their own behavior analysis, searched for their own mistakes and, by correcting them, much has improved. There is still much to do, according to that process of quality of the services rendered, increasingly inspired to achieve the best protection of the common good through the highest expression of one's abilities.
4) The squalid speculation about the dead.
Speculating on the dead is an authentic expression of pettiness, of the imprisonment of narrow intellectual horizons, of narrow-mindedness and poverty of mind of those who have surrendered their being to the reasons of arrogance.
Giuseppe Corrado is certainly not a Neapolitan. Had he been, he would have learned from reading "A 'level"of Totò and would have abstained from the horrible speculation.
Given that each of the tragic events that it evokes - Costa concordia, pilots tower, Norman Atlantic - have been - or still are - under scrutiny, careful and thorough, by the competent Public Prosecutors, if the reader has elements, circumstances or information from the which can be noted some responsibility, mine or of other belonging to the Body, goes without delay from the investigative organs and denounces, with facts and tests, but, above all with that courage of the free man, the responsibilities that - today - feeds with the prima of suspicion and only whispers, fearfully.
Too much he wrote and said to dismiss those painful events with a feeble whisper .... For the Costa Concordia and the bow I remember the scope of the "anti-bowing" decree. For the Norman Atlantic I would like to mention the timing of the interventions and the full exercise of the coordination function. For the pilots tower, I experienced the tragedy and I do not allow Giuseppe Corrado to offend my pain, with empty, hasty, insinuations. A criminal proceeding for the collapse of the tower is underway in the court of Genoa.
5) Ethics.
It is certainly not the author of the writing, who speculates about the dead, who must recall the ethics of responsibility. I don't think he has any title, I don't think he has the skills.
I will never abdicate the responsibilities that the law entrusts to me as a technical guide of the Body. I will never abdicate the duty of doing, of acting, of knowledge. I will never abdicate the duty of loyalty to the personnel, the institutions, the Ministers (all) of reference, in equal dignity of functions.
That same ethics of responsibility would lead me to warn those who have circumvented it, knowingly ignoring the different legal and factual nature between function and competition / contribution.
Allow me, finally, Director, to make a modest teaching at the pennivendolo for the aspects that are relevant here:
- function is the activity that, in the above-mentioned matters, the Body is required by law to guarantee. The power attributed is a power / duty, therefore a power;
- competition / contribution, is the instrumental, planned and organized capacity that other members of the State and individuals are called upon to ensure, when - obviously - this contribution is requested by the function holder.
Who offers a contest / contribution stands as "half to the end"; as an instrumental resource and as such subjected to the determinations of the holder of the function who, alone, is called to answer for the attainment of the end.
And precisely in this direction goes the "Madia law" when it indicates the objective of "optimization", "coordination" and "possible greater integration". It is the function that determines the ownership of the coordination and the assumptions of the possible integration. Not another.

Chief Inspector, we have given voice to your reply, however - and I say this with affection, believe me - if the commander of a corps with 11.000 men and women had already agreed on 9 March or 28 July to answer simple questions , of the (even then) most widespread newspaper on the Defense of our country, which summarized the criticisms of many of the hundreds of thousands of readers who with letters and comments on social networks asked for answers and discussed the issues in question (when the boats of the Guard Costiera began to recover migrants near the Libyan coast, I remember well, there was a real peak!), Perhaps his words would have clarified doubts and immediately calmed the minds.
