Contract of the military: the Cocer Aeronautica will report to the president of the board the reasons for the dissent

In the early hours of Friday, 26 January ended the economic-normative concertation of the defense sector for the three-year period 2016-2018.

The Cocer dell'Aeronautica has not signed the contractual platform and is preparing, as required by law, to explain the reasons for the dissent directly to the President of the Council of Ministers, Paolo Gentiloni.

This will presumably take place on Tuesday 30 January.

We have criticized the method and the merit of this concertation from the very beginning.

Regarding the method, the Government, after the July convocation of 2017, has reconvened the representatives only the December 22 when the stability law had already been defined.

The Government has therefore not respected the obligation contained in the article 8-bis of the legislative decree 12 May 1995, n. 195 to convene the COCER for the planned consultation at the Prime Minister's Office during the preparation of the economic-financial planning document and before the resolution of the budget bill.

On the merits, the Government has decided to close the negotiations in a very short time, focusing almost exclusively on the economic side and disregarding the legitimate expectations of the personnel involved in the normative part.

In this sense, the Government did not give feedback to the 14 normative document sent by Cocer Aeronautica to the Public Function during the short negotiation.

Furthermore, the Government has not followed up the provisions of art. 19 of the 4 law November 2010, n. 183 or in recognition of the negotiating role.

The Government has not given answers about the non-economic start of the contract since July 2015, reference date of the ruling of the Constitutional Court.

The Government has limited itself to a mere and hasty distribution of the few resources made available.

Despite everything, we tried until the end to convince that it would take only a few weeks of work to allow us to bring a shareable proposal on the table but the rush to close it was the boss.

The role of the sergeants, as we have been able to report in our speeches at the Public Function, awaited from the 1995 this moment because there were to be resolved a whole variety of problems that unfortunately will remain.

No way. The Government, with a spasmodic and agitated haste, summoned the ministers at 2 am to sign this contract!

In spite of everything, our applause goes to the Delegation of the Defense General Staff, who, placed between the anvil and the hammer, until the end tried to mend the lines of the speech. They too have obviously suffered the rush of the moment so that, a few hours after the conclusion of the consultation, some tables that had been provided were incorrect (see CFI of the Sergeants and Sergeants Major) or incomplete (see tables of operating allowances).

Our spirit of constructive collaboration and the duty to represent our colleagues until the end required us to report, although we would not have signed, these discrepancies that were immediately implemented and corrected by the SMD.

The contract will also be applied to everyone. Not signing the document, however, is a clear sign of dissent and is fully part of the "political-union" activities of the representatives.
